Cemex (NYSE: CX – Free Report), the Mexican cement giant, has been completely ignored by investors for years. The shares have been treading water in a narrow range most of that time. But they’re cheap and have a PEG of 0.8. What if it’s time to be in the emerging market stocks? 2. Big Lots (NYSE: BIG – Free Report) isn’t even on the tongue of most retail watchers. Over the last 5 years, the stock has returned just 18% for shareholders. But it trades with a forward P/E of just 11.4. Earnings are expected to rise 15% this year.
